Margaret “Maggie” Rothenberger joined Partners For Quality in October 2019, bringing with her more than 20 years of human services industry experience. Throughout her career, Maggie has developed and implemented innovative programs that became statewide models for home-based, supported living, and lifesharing residential services. She is a graduate of the National Leadership Consortium on Developmental Disabilities at the University of Delaware and was awarded the Montgomery County Office of Developmental Disabilities Management Staff Award. She has chaired two statewide lifesharing conferences, served as the Pennsylvania Advocacy and Resources for Autism and Intellectual Disability (PAR) Liaison for Lifesharing to the PA Office of Developmental Programs (ODP), completed training for ODP licensers, and served on several panels for PAR conferences. Maggie sits on the PAR board of directors and participates on the Rehabilitation and Community Providers Association (RCPA) Residential Steering Committee. Maggie holds a BS in Administration of Justice from Penn State.
Cindy has been employed by Partners For Quality (and Citizen Care) since April 1981 subsequent to graduating from Slippery Rock University. She started her employment as a direct service staff and was promoted to various positions with increasing responsibility. Cindy was the Executive Director of Community Living for more than 14 years and was responsible for the development, implementation, management and monitoring of the services and support system for 200 people living in the residential component of the agency.
Along with the Chief Operating Officer and Chief Financial Officer, Cindy initiated and coordinated the closing of Robinson Developmental Center, a congregate living facility that resulted in the movement of more than 120 people into smaller homes in the community; expanding the agency’s Community Homes program.
Cindy has continually played a significant role in maintaining accreditation at Citizen Care by The Council on Quality and Leadership, an international accrediting body. Cindy serves Partners For Quality as the Chief Human Resources Officer and as a member of the Executive Management team.
Bobbi provides executive oversight to Exceptional Adventures, the Partners For Quality Foundation, and Citizen Care maintenance department. In 1997, Bobbi began her career at Citizen Care as Purchasing Accountant. In 2002, Bobbi took the role of Information Systems Manager at Allegheny Children’s Initiative. She was promoted to Assistant Executive Director in 2011 and then to Executive Director in August 2012. Bobbi assisted the organization with successful accreditation through the Council of Accreditation in 2004, 2008, 2012 and 2016. Bobbi holds a BS in Business Administration from Edinboro University of Pennsylvania and a MS in Nonprofit Management from Robert Morris University.
Maureen joined Partners For Quality in 2020 as Board Liaison & Executive Administrator and was promoted to Chief of Staff in 2022. During her 20-year career at Highmark, she held roles in project management, marketing, research, and competitive intelligence. As Business Development Manager at The Children’s Institute of Pittsburgh she conducted market analysis and wrote collateral to promote services for children with special needs. In 2017 Maureen started Rock Dove Consulting, Inc. and completed market research and writing projects for local nonprofits including the National Aviary, Greater Pittsburgh Community Food Bank, and Felician Sisters of North America.
She is a published writer and served for four years as the Volunteer Engagement Manager at a literary publication based in California. Maureen holds a degree in English Writing from the University of Pittsburgh.
Chris joined Partners For Quality as CFO in September, 2023. Before that, Willitts spent fifteen years as Vice President of Finance at YMCA of Greater Pittsburgh. His roots run deep in the field of human service agencies. He began his career at the Pressley Ridge Wilderness School at Ohiopyle as a teacher and counselor. Willitts worked for more than 11 years in direct care serving children with behavioral and mental health challenges. Willitts earned his B.S. in Education from Slippery Rock University and his Master of Business Administration/Accounting from California University of Pennsylvania. He is a Certified Public Accountant (CPA) and has served on Pennsylvania Institute of CPAs committees.
Initially joining Milestone in 2001, Scott advanced as a leader and served as the Director of Quality. In November of 2021, Scott joined Partners For Quality as the Executive Director of Quality Assurance and Compliance. Scott is responsible for ensuring that the Partners For Quality family of agencies are providing quality services, adhering to all privacy laws, maintaining high ethical standards and are in compliance with all established laws and regulations. Scott also assists with data management, analytics and Structured Query Language (SQL) report writing.
Scott graduated from Bethany College in 1994 with a Bachelor of Science Degree in Psychology and graduated from Walden University in 2011 with a Master of Healthcare Administration. Scott applies knowledge from his previous leadership positions with Milestone, Wheeling Housing Authority, Workforce Investment Board, Youth Advocates and UMPC Cancer Centers to his responsibilities and contributions to Partners For Quality.
Scott has received national recognition for excellence in Risk Management and Behavioral Health. Married since 1994, Scott and his wife are proud parents to one daughter who works supporting children with autism in Arizona.
A Pittsburgh media alumnus, Greg has more than 30 years’ experience as a communications professional.
Greg served as the Director of Communications at Milestone 2014-2018, then moving to Partners For Quality (PFQ) to oversee Communications for PFQ and all of its subsidiary agencies. Before that, Greg served as Manager of Marketing and Public Relations at Family Hospice & Palliative Care in Mt. Lebanon.
His background in communications also includes media relations specialist for Children’s Hospital of Pittsburgh and a 20-year career in various capacities at News Radio KDKA.
An award-winning writer, he has been honored a total of 15 times by the Press Club of Western Pennsylvania (Golden Quill), Pennsylvania AP Broadcasters Association, and Pennsylvania Association of Broadcasters. A Pittsburgh native, Greg is a graduate of Duquesne University.
Elly started her employment at Citizen Care in 1995 shortly after receiving her degree in Psychology from Youngstown State University. She held several positions at Citizen Care/Partners For Quality, including Direct Support Professional, Program Specialist, Acting Director of the Kennedy Division, Human Resources Specialist for Recruitment, Director of the McKees Rocks Division, Human Resources Compliance Specialist, and her current position of Executive Director of Human Resources.
As Executive Director for Human Resources, Elly supports and assists Partners For Quality and its subsidiaries with maintaining employment legal compliance, development and implementation of personnel policies and procedures, and overseeing all operational teams within Human Resources. Elly is currently pursuing her Human Resources Professional Certification.
